  • ALBANY — State police have charged 12 residents at a New York juvenile detention facility with assault following several incidents that have prompted staff to protest working conditions.
Troopers say seven residents of Brookwood Secure Center in Claverack were charged last week in the Nov. 25 beating of a 17-year-old that left him seriously injured. The accused range from 16 to 19.
Separately, troopers charged an 18-year-old in an Oct. 28 assault on another resident.
This week, troopers charged three residents in a Nov. 26 assault on staff and charged another resident in a Dec. 11 staff assault.
The Public Employees Federation blames poor security measures and a “hands-off treatment philosophy.”
The Office of Children and Family Services says safety remains the top priority and it’s working on “reforms that balance security with rehabilitation.”
