Frankfort sets special election

The village of Frankfort will conduct a special election on June 18 to fill a vacancy on the village board.
After the death of Deputy Mayor Francis Spatol last year, Mayor Frank Moracco appointed James Alsante to fill the vacant trustee position until a special election could be scheduled to fill the remaining three years on the term.
Village Clerk Karlee Tamburro announced the date for the election at Thursday’s village board meeting. The filing dates for candidates’ petitions are as follows: Party designation for the primary, April 15; certificate of party nomination, May 2; and independent candidate petitions, May 14. The necessary advertisements will be placed. Petitions are to be filed with the village clerk.
Sesquicentennial
The village will celebrate its sesquicentennial this year and the board voted to apply for a $500 sponsorship from the Erie Canal National Heritage Corridor for an event or festival. The village was incorporated in 1863.
Village Trustee Richard Adams said an event marking the milestone is being planned for mid-July.
Budget
Moracco said that as work on the village budget begins, he will ask department heads to prioritize their requests. “It gives the board more understanding what the departments need,” he said.
Trustee Mark Harris asked if it would be possible for department heads to come up with a three- to five-year plan outlining their needs.
The mayor said that would be difficult for the village clerk, but would be possible for other departments, such as public works and the fire department.
“We all know the age of the equipment,” he said. “The question is where’s the money going to come from?”
“It would be great to have a three-year forecast,” said Alsante, adding he would like to sit down with department heads to discuss the concept. “I know we can’t do it all and the worst thing that no one wants to do is raise taxes — but ...”
Moracco asked the board’s Office Personnel Committee, made up of Trustees Anthony Fumarola and Alsante, to begin work on the budget with the clerk and bring their recommendations to the board.
New contract
Moracco reported the village has a new contract with IBEW Local 43, which represents the department of public works, water and sewer department employees. He said the union agreed to workers paying a percentage toward their health insurance and some retirement language was changed for new hires. The contract runs from the first of this year until December 2015.
The mayor said the power and light contract is also in place. The contract with the Police Benevolent Association remains to be settled.
