Herkimer Co. Legislature adopts $23 million college budget

Herkimer County Community College’s $23,100,621 budget has been adopted.
The county legislature voted unanimously to adopt the year 2011-12 operating budget that includes a $1,630,612 contribution from the county. That amount is unchanged from last year.
“On behalf of the entire college community, I express my appreciation to the county for their continued support of our educational institution,” HCCC President Ann Marie Murray said Wednesday as she pledged the college would continue to educate the people of Herkimer County.
The budget reflects a decrease of 0.9 percent from the previous year and includes a $200 per student increase in tuition for the coming year. The decrease in spending, college officials said previously, was achieved without a decrease in educational programming and services.
The adopted budget also incorporates the use of approximately $1 million in fund balance and reflects the loss of $321,062, or 4.6 percent, in state aid in the coming year.
In previous comments about the budget, Murray said college officials have instituted changes in their health care plans that have resulted in savings and that as positions have become vacant, there have been reviews about their necessity, with remaining staff shouldering additional responsibilities.
In voicing her support for the budget on Wednesday evening, District 2 Legislator Helen Rose said college officials, by not offering raises to their non-union employees in 2011-12, showed they understand the economic challenges being faced by the county’s residents and taxpayers.
District 14 Legislator Dennis Korce, while voting in favor of the budget’s adoption, said a budget that lacks salary schedules, regardless of its sound financial footing, is incomplete.
Korce requested college officials to disclose salary schedules for all employees, including those the college is currently involved in union negotiations with, in next year’s budget submission.
In other business Wednesday, Robert Brenchley, of Herkimer, was appointed as a member of the HCCC Board of Trustees to fill the unexpired term of Timothy Dunn.
Brenchley’s appointment to the board will expire on June 30, 2016.
